3.1 MORNING PLENARY

3.1.1 PRESENTATION OF THE DRAFT DECLARATION

The session was chaired by Oleg Tsaruk (Ecolog/Biostan, Uzbekistan)

Editorial group has presented the draft declaration, that was based on the outcomes of 1st and 2nd days plenaries and workshops. Olga Ponizova and Olga Speranskaya (ECO-Accord, Russia) prepared the Russian translation of the draft. To enable all participants to express their views it has been decided to discuss the draft in three groups: two of them should work in English and one - in Russian. The editorial group members should take notes and report back to plenary on the group's findings and suggestions. The redrafting should take place in the afternoon.

3.1.2 DISCUSSION OF THE ISSUES FOR THE PROPOSED NGO SESSION WITH MINISTERS IN KIEV

The session was co-chaired by Olga Ponizova (ECO-Accord, Russia) and Oleg Tsaruk (Ecolog/Biostan, Uzbekistan).

Two suggestions were made during previous days (Environmental policy integration and hazardous technologies' transfer).

Several additional issues were proposed from the floor.

The plenary agreed to propose an NGO session with ministers at the Kiev conference. The proposed overarching issue is Environmental Policy Integration (in other policies) and implementation (including the role of local activities and of ECOs).

3.2 DISCUSSION OF THE DECLARATION IN 3 GROUPS

After the morning sessions plenary has broken into three discussion groups with the same task of reviewing the draft declaration. It was agreed that Iza Kruszewska and John Hontelez would be rapporteurs for the groups working in English and Victoria Elias - for the group working in Russian.

3.3 AFTERNOON PLENARY

3.3.1 REPORTING BACK SESSION

The session to reporting back from the three discussion groups took place immediately after lunch. Then the Editorial group made the final redrafting.

3.3.2 ECO-FORUM STRUCTURE

The session was co-chaired by Gunnar Boye Olesen (OVE/INFORSE, Denmark) and Gaudenz Silberschmidt (ISDE, Switzerland)

Based on the ECO-Forum Agreement the structure of Issue Groups and Co-ordination Board was discussed and changes in Issue Groups and Focal points were agreed.

The Human Value Issue Group does not seem to be very active. Nevertheless the plenary felt it is important that this Issue Group is kept.

Confirmation of ECO-Accord as Co-ordination unit.

We agreed to rely less on Regional Focal Point. ECO-Accord will assure the role of NIS Focal Point, EEB can partially fulfil the role of Western Focal Point. The role of CEE Focal point is vacant.

3.3.3 ADOPTION OF THE DECLARATION

The session was co-chaired by Gunnar Boye Olesen (OVE/INFORSE, Denmark) and Gaudenz Silberschmidt (ISDE, Switzerland).

The document "Agenda for Kiev 2003: the view of the European ECO Forum" (also referred as ECO-Forum Kiev Declaration) has been adopted by the plenary after discussing the edited text and making final corrections (see "Agenda for Kiev 2003"). It was agreed that the document should be submitted to the 7th Session of the UN/ECE Committee on Environmental Policy (25-28 September 2000) and the 1st Meeting of the Working Group of Governmental senior Officials 29 September 2000) as the ECOs input to the Kiev agenda discussion. The ECO-Forum delegation should lobby for the inclusion of the ECOs suggestions into the official documents. The declaration should also be widely disseminated.

The plenary has also adopted ECO-Forum open letters to Mr. J.Fischer, German Foreign Minister (copies to the Members of Bundestag) and to Mr. R. Bodelan, Major of Odessa (Ukraine).

 

Main Decisions of the European ECO-Forum Strategy Meeting

  1. The document called "Agenda for Kiev 2003: The view of the European ECO-Forum" has been adopted. It is also referred as the European ECO-Forum Kiev Declaration. The document contains ECO-Forum suggestions and position on the issue of the Kiev Ministerial agenda.
  2. The plenary agreed to propose an NGO session with ministers at the Kiev Conference. The proposed overarching issue is Environmental Policy Integration (in other policies) and implementation (including the role of local activities and of ECOs).
  3. Based on the ECO-Forum Agreement the structure of Issue Groups and Co-ordination Board was discussed and changes in Issue Groups and Focal points were agreed. The Chair and the Treasurer and the location of the Co-ordination Unit of the ECO-Forum were also confirmed.
