NGO Delegation at the Kyiv Conference
According to the decision of the UNECE ad hoc Working Group of Senior Officials (WGSO) European ECO-Forum is also responsible for NGO registration and creation of the NGO delegation to the Ministerial Conference
During the 5th Ministerial Conference "Environment for Europe" (Kyiv, Ukraine, 21-23 May 2003) European ECO-Forum will organize a special session for Ministers and NGOs on Environmental Policy Integration. It will be on the official agenda of the 2nd day of the Conference.
According to the decision of the UNECE CEP ad hoc Working Group of Senior Officials 200 NGO representatives will participate in this session.
At all other official sessions of the Kyiv Ministerial Conference the NGO delegation will consist of 50 persons representing international and national NGOs and networks from the UNECE region.
Delegation of 50 persons will include 40 representatives of international and national NGOs from the UNECE region (of which 10 will be reserved for experts who are actively involved in the preparatory process) and another 10 representatives will be from national NGOs in Ukraine.
Eco-Forum would register and create the delegation of international and national NGOs, while Ukrainian NGO Organizing Committee will be responsible for the registration of national Ukrainian NGOs.
Selection and nomination of NGOs would be done according to the following criteria adopted by the WGSO:
Interested NGOs from the UNECE region should
and send those two documents as an application to the ECO-Forum Coordination Unit by 15 February 2003.
The ECO-Forum Coordination Board will review the forms at its’ next meeting at the end of February and form the NGO delegation.
It will select 200 NGO representatives from the region (with respect to the selection of Ukrainian NGO representatives made by the National NGO Organizing Committee).
The delegation will be presented at official sessions on the rotation basis (50 persons at a session). The decision on the delegation composition for each session will be made at the NGO pre-conference.
ECO-Forum will try to provide financial assistance for travel, visa and accommodation for all NGOs that would need it, however due to the limited funding we might call upon larger and better resourced organizations to pay (or partly contribute funds) for their representatives.
We also call upon those who would apply for participation to use all opportunities to raise their own funds for travel and accommodation in Kyiv.
According to the current regulations the list of NGO delegates has to be submitted to the Kyiv Secretariat by 1 March 2003.
ECO-Forum is also planning to organize in cooperation with Ukrainian National NGO Organizing Committee and Ukrainian NGOs International NGO pre-conference, parallel NGO events and NGO follow-up meeting after the Ministerial Conference.
